NEW REPORTING PORTAL FOR REPORTING UNUSUAL TRANSACTION AT FIU CURAÇAO

The FIU is currently diligently working on the implementation of its new reporting portal, goAML.
As of January 1st, 2021, this new portal will completely replace the current FIU-reporting portal Corsys. Currently the FIU is testing the system with a select group of reporting entities. The goAML system, which has been developed specifically for FIUs by the United Nations Office on Drugs and Crime (UNODC) and which is used by many FIUs around the globe, is not only a reporting portal but will also offer a complete new analysis environment to the FIU, as well as a communication platform between FIU Curaçao and the reporting entities, their AML/CFT supervisors and other stakeholders.

In the upcoming months, the FIU will regularly provide updates, on its website, via the media and per email, to inform the reporting entities, their AML/CFT supervisors and other stakeholders regarding the process of implementing the new reporting portal and the consequences for reporting entities. The FIU will also schedule information sessions/training opportunities for all reporting sectors and will give guidance in due time on how reporting entities will have to (re)register in the new portal during the last quarter of 2020, in order to allow a smooth transition as per January 1st, 2021.

All reporting entities will have to (re)register in the last quarter of 2020 in the new goAML portal, in order to be able to submit their transaction reports as per January 1st, 2021.

As per December 31st, 2020, no internet browser will support Adobe Flash player anymore. This player (Adobe Flash) is required to use the current reporting portal Corsys. Consequently, after that date, the current reporting portal Corsys will no longer be accessible for reporting entities. Reporting will have to be done electronically, per January 1st, 2021, via the new goAML portal. Also, reporting entities will no longer be able to access their previously submitted reports in the Corsys portal after that date.

TAKE NOTICE: The FIU is currently receiving support requests from reporting entities that are already encountering problems to access Corsys, when using Google Chrome as browser. These reporting entities are advised to switch browsers first to solve this problem, before sending a support request to the FIU. You can use for example Internet Explorer or Mozilla Firefox.

REGISTERING IN THE NEW goAML REPORTING PORTAL AT FIU CURAÇAO


As stated in our previous press release FIU Curaçao will transition to a new reporting portal per January 1st, 2021. There is a 5-steps plan in place in order to allow for a smooth transition of all reporting entities to this new goAML portal, that will completely replace the old Corsys portal. The FIU will issue regular announcements on the way to the go-live date of the new portal.

Step 1, testing with a select group of reporting entities, is on the way. Step 2 involves training on registration in the new portal. All reporting entities will have to (re)register in the last quarter of 2020 in the new goAML portal, to be able to submit their transaction reports per January 1st , 2021. This is a process that is different from before. Even if one is already registered in Corsys, one still has to register again in goAML.

From November 16th, 2020 to November 20th, 2020 FIU Curaçao will hold short virtual instruction meetings in which all reporting entities will be instructed on the way to register in the goAML reporting portal. These meetings will be held via Webex. Attendance is by invitation only. If a reporting entity has not received an invitation, the FIU must be contacted at goaml@fiucuracao.cw.

As of November 23rd, 2020 step 3 will start: reporting entities will be able to (re)register in the goAML reporting portal.

The FIU has opened a special e-mail address for all reporting entities’ to ask specific questions and other requests for information regarding the goOAML project: goaml@fiucuracao.cw.

VIRTUAL TRAINING SESSIONS ON HOW TO REPORT UNUSUAL TRANSACTIONS IN THE NEW goAML REPORTING PORTAL

As of November 30th, 2020, FIU Curaçao will take Step 4 of the 5 steps towards the new goAML reporting portal. From November 30th, 2020 to December 11th, 2020 FIU Curaçao will hold virtual training sessions on how to report unusual transaction in the new goAML reporting portal. The training sessions will be sector specific.

All reporting entities will have to learn how to report unusual transactions in the new goAML portal, in order to be able to submit their transaction reports per January 1st , 2021. This reporting process is different from reporting in Corsys. Even if the entity is accustomed to reporting unusual transactions in the old portal, the reporting entity still will have to receive instructions in order to be able to report in the new goAML reporting portal.

The goAML implementation process is on a tight schedule. We aim for a smooth transition for all of our many reporting entities. Reporting entities are kindly asked to take good notice of our notifications and take part in virtual instruction meetings, in order to be ready for reporting in the new portal per the 1st of January 2021.

CORSYS REPORTING PORTAL IS COMING TO AN END, goAML IS THE NEW TREND!


We are reaching Step 5 of the 5 steps towards the new reporting portal goAML. The last day for reporting unusual transactions and handling outstanding FIU requests to correct transactions in the Corsys reporting portal is December 31st, 2020. As per January 1st, 2021 it will no longer be possible to use our current reporting portal Corsys. Consequently, after that date, our current reporting portal will no longer be accessible for reporting by reporting entities. Also, reporting entities will no longer be able to access their previously submitted reports in the Corsys portal after that date.

As per January 1st, 2021 reporting of unusual transactions is only possible via the new goAML portal.

During the last 5 months of 2020, FIU Curaçao produced and distributed several flyers, announcements and letters and held numerous online training webinars regarding the introduction of the goAML portal. Please take good notice of all informationavailable on www.fiucuracao.cwin order to allow a smooth transition per January 1st, 2021.

NATIONAL DECREE goAML REPORTING PORTAL INTO EFFECT PER 1-1-2021

The goAML reporting portal National Decree came into effect on 1 January 2021. This National Decree means that every person or organization that must report to the FIU must do so digitally, in the English language, via the FIU's goAML web portal. Before being able to report, one must have registered in the goAML reporting portal. On the website of the FIU, www.fiucuracao.cw, information can be found about registering in the goAML reporting portal and reporting to the FIU. The National Decree can also be found on our website, including the official Explanation. In the official Explanation, the Government also answers questions posed by the Council of Advice (Raad van Advies) in their advice on this National Decree.

FIU CURAÇAO PUBLISHES TUTORIAL VIDEOS ON REGISTRATION AND REPORTING IN goAML

As of January 1, 2021, unusual transactions must be reported to the Financial Intelligence Unit Curaçao (FIU Curaçao, formerly MOT) via the new goAML reporting portal. The old Corsys reporting portal is no longer available. Before being able to report, any entity that is legally obliged to report to the FIU must register online in goAML, even if it was previously registered in Corsys.

In the last half of 2020, FIU Curaçao distributed various flyers, announcements, press releases and letters regarding the introduction of the online goAML portal, to inform the private sector of the changes. Also, a user guide regarding how to register in the goAML portal has been made available. All this information is also published on the FIU website: www.fiucuracao.cw. There is a link on the home page of this website that leads to this goAML information. An instructional video has now also been posted on how to register in goAML.

Reporting in the new goAML portal differs substantially from reporting in the old system. For example, more data is needed to fill in a report, and the fields to fill in are different. Reports must also be made in English. Many general online training sessions have been given to all sectors that are obliged to report to the FIU, about how to do this in the new reporting portal. Videos of training sessions have now also been published online by the FIU. Reporters who were unable to follow the training, or who want to do the training again, can now view it via the new goAML reporting portal.

Per 1 januari 2021 dient het melden van ongebruikelijke transacties aan de Financial Intelligence Unit Curaçao (FIU Curaçao, voorheen MOT) te gebeuren via het nieuwe goAML meldportaal. Het oude Corsys-rapportageportaal is niet langer beschikbaar. Alvorens te kunnen melden dient iedere entiteit die wettelijk verplicht is te melden bij de FIU, zich online te registreren in goAML, ook als deze voorheen al in Corsys was geregistreerd.

In het laatste halfjaar van 2020 heeft FIU Curaçao verschillende flyers, aankondigingen, persberichten en brieven verspreidt met betrekking tot de introductie van het online goAML-portaal, om de private sector op de hoogte te stellen van de wijzigingen. Ook is er een gebruikershandleiding met betrekking tot hoe te registreren in het goAML-portal beschikbaar gesteld. Al deze informatie is ook gepubliceerd op de website van de FIU: www.fiucuracao.cw. Op de homepage van deze website is een link opgenomen die leidt naar deze goAML-informatie. Er is nu ook een instructievideo geplaatst omtrent hoe te registreren in goAML.

Het melden in het nieuwe goAML portaal wijkt substantieel af van het melden in het oude systeem. Zo is bijvoorbeeld meer data benodigd om een report in te vullen, en zijn de velden om in te vullen anders. Ook dient in het Engels te worden gemeld. Er zijn vele algemene online trainingen gegeven aan alle sectoren die verplicht zijn te rapporteren aan de FIU, over hoe te rapporteren in het nieuwe meldportaal. De video's van trainingssessies zijn nu ook online door de FIU beschikbaar gesteld. Melders die de trainingen niet konden volgen, of de training opnieuw willen doen, kunnen deze nu bekijken via het nieuwe goAML meldportaal.
